Customers who only borrow Celia CD talking books from public library collections do not need to be registered in the Celia service.
Libraries and schools should not register teachers and instructors. Instead, they should ask that they familiarise themselves with Accessibility Library Celia’s services at Celia.fi or contact Celia’s customer service at palvelut@celia.fi.
Customers may be registered
at a library (the customer’s identity is verified by asking for their personal identity code),
by phone if the customer has difficulty coming to the library in person (the registration is performed at an agreed-upon time and with a named caller),
Only persons who experience difficulties reading normal print books for reasons related to health or learning difficulties are entitled to Accessibility Library Celia’s services. See examples of print disabilities (in Finnish).
When registering at a library, the customer or their contact person will be informed of who is entitled to use books produced by Celia and what limitations use of said books is subject to.
When registering at a school, a teacher will assess the reading challenges the student faces and whether they need access to Celia books. Celia books are a form of intensified and special support for print disabled students.
The nature of the customer’s print disability must be given on the registration form. No written certificate of the customer’s print disability is required for borrowing books.
Start the registration process by logging in to Celianet using your registrar account by clicking Log In on the top right of the page at Celianet.fi.
After logging in, go to the Customer Management (Asiakashallinta) page and search for the customer using their personal identity code. This will allow you to ensure the user is not already registered.
If the user is not already registered, you can begin the registration process proper.
Customers will be registered to Celia’s online service.
Fill in the information. When registering the customer for the service, it is important to include their email address. After registration, the login details for their new account will be sent to the email address provided. (In the case of customers under 15 years of age, if agreed, the email address provided can also be that of their guardian or teacher, and in the case of adult customers, the email address can also be that of another, such as a contact person.
New users will automatically receive two secure emails. They will contain their username and passwords for Celianet and the Pratsam Reader app.
Once registration is complete, the user’s information is saved in Celia’s customer register.
Teachers registering a student can ask for their guardian’s consent by email, Wilma message or in person.
Accessibility Library Celia does not require written proof of consent.
With the guardian’s consent, teachers can register a student with a print disability themselves or refer them to a library for registration.
When registering at a library, a guardian may open a customer account for their child without the child present.
If the customer finds it difficult to come to a library in person and registration by phone is not possible, a relative or acquaintance may present a letter of authorisation (filled PDF form, in Finnish) to perform the registration on the customer’s behalf as their contact person.
When performing the registration at a library, the contact person must present the letter of authorisation and proof of their identity.
The letter of authorisation does not need to be preserved.
The account will be registered in the name of the person with the print disability.
The contact person’s information should be included in the indicated field.
Going forward, the contact person may handle matters related to borrowing books without presenting the letter of authorisation.
A guardian may register their underage child as a customer without the child present.
With the guardian’s consent, teachers can register a student with a print disability themselves or refer them to a library for registration.
Students who are already listed in Celia’s customer register through, for example, a library cannot be registered at their school.
Start by searching for the student using their personal identity code. If the student is already listed, their customer account can be transferred to the school. Once transferred, you will be able to edit the student’s customer information, such as the email address their username and password is sent to.
If you experience problems submitting a correctly filled registration form, try performing the registration in another browser (e.g., Chrome, Opera, IE11 or Firefox).
If, for some reason, you are unable to fill in the registration form (e.g., the customer is an immigrant who does not have a personal identity code yet), please submit a registration form (in Finnish) to Celia.
Institutions’ login details
Ask Celia’s customer service. Chat is available online weekdays 9 a.m.–2 p.m.

Once the institution is a Celia customer/service partner: Libraries: The administrator may create accounts for new registrars. Schools: Requests for login details for new teachers can be submitted on Celianet using this form: Changing the information of school registrars (in Finnish). Other institutions: New registrars must contact Celia’s customer service at palvelut@celia.fi.
Shared account:
When an institution registers as a Celia customer, Celia sends the contact person a username and passwords for Celianet and Pratsam Reader by email. This account may be used by all staff at the institution for the purposes of familiarising themselves with Celia’s services and introducing them to users.
Administrator account:
Libraries have an assigned administrator who creates accounts for the registrars in their unit and removes registrar accounts when no longer needed. The administrator’s username and password can be requested from Celia at palvelut@celia.fi.
Registrar accounts:
Registrars register customers for Celia’s service and update customer information when necessary. Registrar accounts are personal because they are used to process customer data. The library’s administrator is also responsible for creating accounts for new registrars.
Shared account:
When an institution registers as a Celia customer, Celia sends the contact person a username and passwords for Celianet and Pratsam Reader by email.
This account may be used by all staff at the institution for the purposes of familiarising themselves with Celia’s services and introducing them to users.
Only delete customer data in Celianet’s Customer Management (Asiakashallinta) in the event the customer closes their account permanently (e.g., in the event of their death):
Log in to Celianet using your registrar account and open Customer Management (Asiakashallinta).
Search for the customer using their personal identity code. If the customer is registered in your unit, you can also search them by name.
Open the edit view and go to the bottom of the page.
Click Delete User (Poista käyttäjä), enter the reason for deletion, and click Delete User again.
Please note: The data of a student transferring from one school to another should not be deleted. See next section: Student changes educational institution.
When a student transfers to another educational institution or concludes their studies, the student’s customer data is not deleted.
Ensure that the teacher’s contact email is removed from the student’s customer data.
Ask the student or their parents to notify the new educational institution that they are placing the student’s customer data under the new institution’s management.
Alternatively, the Celia customer account can also be transferred to the student’s local library.
Under Celia’s terms of use, private customer accounts are considered to have ended and customer data is deleted in the case the customer has not used the service for two years.
This blocks the user from using the service and prevents them from being registered again. In this event, the customer’s loan right can only be reinstated by Celia. Please contact palvelut@celia.fi.
Customer accounts marked for deletion are deleted permanently from the customer register within four years of their last login. After this, the customer must be registered again.
Never disclose your personal identity code over an unsecured connection. Use Accessibility Library Celia’s secure email to send the message. Celia should be notified of events such as a customer switching from the CD service to the online service or beginning to borrow braille books.
If you are sending Celia customer data using a method other than secure email, include only the email address provided for the customer or, if there is no email address, their name.
Those working with people with print disabilities are eligible for an instructor account for the Celianet online service and the Pratsam Reader app.
Instructor accounts are intended to be used for providing training and guidance on the use of Celia online services. Instructor accounts can also be used to allow people with print disabilities to listen to talking books as a group.
Instructor accounts are available to teachers, rehabilitation counsellors, occupational therapists, librarians, speech therapists, regional secretaries and IT trainers. Instructor accounts are personal, and using them for purposes other than those described above is prohibited.
Instructor account names begin in CELA and cannot be used to register customers.
Instructor accounts have access to the same features as customer accounts.
Daycares can register as institutional customers of Accessibility Library Celia and borrow books for children with print disabilities. Prisons can also serve prisoners with print disabilities by registering as an institutional customer of Accessibility Library Celia, allowing the prison library to borrow Celia books. Joining as a non-registrar institutional customer is as simple as submitting a form.
